Members of the Town Board serve for four years, with the exception of the Town Supervisor, who serves for two years. The Board is the legislative, governing and policy-making body of town government.
Board Members approve the budget, and vote on appropriations throughout the year. They also enact Town Laws and appoint officials to other boards within the Town. Committees are established to work on key programs and initiatives; these committees consist of Board members, and report during Town Board meetings. Town governments in New York State must follow municipal laws: "Local governments look to the State Constitution for the basic law which provides for their structure, powers and operational procedures. Two articles of the State Constitution concern key local government needs: home rule (Article IX) and finance (Article VIII)," according to the Local Government Handbook, published by the New York State Division of Local Government Services (2011 reprint).
The Columbus Town Board meets on the 2nd Thursday of the month at 7 p.m. at the Town Court. The public is welcomed to attend.
